CIA Director William Burns believes that Russia is not tuned to dialogue to end the war in Ukraine. There is no serious position from Moscow. He said this in an interview with PBS.
“the majority of conflicts ends with negotiations, but this requires seriousness from Russia in this case. What we do not see. According to our assessment, the Russians are not seriously configured for real negotiations,” Burns said.
