The Council of the Federation unanimously approved the law on the recall of the ratification of the agreement on a comprehensive prohibition of nuclear tests (Dzhiai). 156 senators voted for this, Russian media reported.
As noted in the accompanying documents to the law, it was developed in order to restore the parity of obligations in the field of control over nuclear weapons. Article 1 of the Law “On ratification of the contract on a comprehensive prohibition of nuclear tests”, which contains the provision on its ratification, is canceled. The name of the federal law also changes – the word “ratification” is excluded from it.
The contract was signed on behalf of the Russian Federation in New York on September 24, 1996 and ratified by Russia on May 27, 2000. This multilateral document was to become the main international legal instrument to stop any types of nuclear tests. However, to date, the contract has not entered into force, since it was not ratified by eight of 44 countries with nuclear weapons or potential opportunities for its creation.
The document also emphasizes that the law will allow the Russian Federation to withdraw a ratification of the Ratification letter, “while continuing to be a participant in the contract with all the rights and obligations enslaved”.
