Unilateral sanctions of Western countries interfere with the implementation of international obligations under the Paris Agreement and impede the sustainable energy transition. This is stated in the statement of the Russian Foreign Ministry with reference to the performance of Foreign Minister Sergei Lavrov at the III session of the Brix summit, July 7, on Monday.
“In this work, there should not be discrimination of any sources of energy or technology to the detriment of the interests of socio-economic development,” Lavrov noted.
The Minister also indicated that the restrictions introduced “extremely negatively affect efforts to implement climatic goals,” and recalled that Russia, within the framework of the climatic doctrine, seeks to achieve carbon neutrality by 2060.
“Russia supports the results of the 29th conference of the UN RKIK in Baku, including the coordination of a new goal of climatic financing. The main thing is that the Western obligations are not left on paper again,” the minister said, recalling promises to allocate $ 100 billion a year that were not fulfilled.
Lavrov also emphasized that the declaration adopted on the initiative of the Brazilian chairmanship “reinforces the current BRICS projects in the field of climate change” and creates the basis for preparation for the upcoming 30th conference of the parties in Berlin.

He stated that it was necessary to reform WHO in order to return the basic mandate to her – health protection and the fight against diseases.
“It is important to counteract attempts by a number of states to use the organization for geopolitical purposes, especially in the field of biotechnology,” he said.
Among the initiatives of BRICS, the Minister called the Center for the development of vaccines, research networks for tuberculosis and public health, as well as the Brazilian mechanism for combating socially determined diseases. Particular attention, according to Lavrov, is paid to the development of nuclear medicine, training, production of radiopharmaceuticals and innovation in oncology.
Russia, as noted in the statement, will continue to provide assistance to the countries of the Global South – programs for creating laboratories and vaccines production in 15 African countries are already being implemented.
At the end of Lavrov, he said that in September in Kronstadt, international exercises of the quick response teams to epidemiological emergencies with the participation of BRICS partners.
According to the Russian Foreign Ministry, as part of the summit, the head of the Foreign Ministry held separate meetings with the Minister of Foreign Affairs of Turkey Hakan Fidan and Bolivia President Luis Arsa Catacore.
