UN Secretary General Antoniu Guterres said that the accession to Russia of the Donetsk, Lugansk, Kherson and Zaporizhzhya regions of Ukraine is illegal and have no legal force.
In his interview with reporters, he emphasized that “referendums” cannot be considered a genuine expression of folk will, because they were held outside the legal framework of Ukraine and in the territory under the control of Russia.
