The investigation of a criminal case initiated by the Main Directorate for Combating Corruption under the Prosecutor General’s Office on the sale of the same apartment by the OSK “Progress-2016” to several persons, which caused numerous complaints of citizens.
During the investigation, thorough suspicions were revealed that the director of the HAYAN E Housing Office Rafig Nasirov and the director of the Progress-2016 ZhTK Emil Samandarov, based on fake documents, sold apartments in a residential building in the city of Khirdalan to several persons.
Rafig Nasirov was involved as the accused under articles 178.3.2 (fraud with causing major damage), 308.2 (abuse of official powers, resulting in serious consequences) and 313 (official forgery), and Emil Samandarov under articles 178.4 (fraud with causing particularly large damage), 308.2 (abuse of power, resulting in serious consequences) and 313 (official forgery) of the Criminal Code of Azerbaijan, they were arrested by a court decision.
Currently, a preliminary investigation is continuing.
