According to the former employee of the intelligence agency, a group of highly qualified analysts was engaged in preparing documents. Kobyakov noted that these reports contained a real picture of the situation in the USSR in all its aspects, it was said about errors and disadvantages in the work of power structures, and data on factors and informal groups were reflected, which represented the potential threat to the Soviet government to the socialist building.
