In response to a request from the government of Mexico, the International Labour Organization (ILO) carried out an observation mission of the process of the legitimization of the Collective Bargaining Agreement (CBA) at the General Motors (GM) plant located in Silao, Guanajuato.

This request was also endorsed by the Confederation of Mexican Workers (CTM), and occurred under the framework of the Mexican Government’s compliance with commitments under the free trade agreement between Mexico, the United States and, Canada (T- MEC/USMCA)’s U.S.-Mexico Rapid Response Labor Mechanism (RRLM).

This mission included ILO officials from various countries in the region and around the world. The mission lasted 23 days, ending today, August 19.

In communication with all the parties and in a strictly impartial manner, the Organization observed the voting process in its entirety, as well as the conditions under which this process took place. The results of the vote have been published by the Ministry of Labor and Social Welfare (STPS).

The ILO thanks all the parties that supported the development of the mission and reiterates its commitment to its constituents – member states, workers’ and employers’ organizations – to assist them in building a more just and decent world of work, in accordance with our mandate.
