Five conditions of European Union “Taliban”

EU Foreign Ministers at a meeting in Slovenia discussed the latest events in Afghanistan, how to behave with the Taliban, who seized power in this long-suffering country.

Based on the actions of the Taliban and the New Government in Afghanistan, the EU will decide how active contacts with new owners of the country will be. For this, Foreign Ministers of EU countries at a meeting in Slovenia developed five criteria, explained Borrel.

The first of them is whether Afghanistan will not be a restructuring for international terrorism and whether its exports to other countries will begin. The second criterion – respect for human rights, especially the rights of women, the rule of law and freedom of the press. The third is the formation of the government. The EU expects that it will be inclusive, with the participation of as many different groups of Afghan society as much as possible, and will be carried out through negotiations between political forces in Afghanistan.

Fourth Criteria – respect for the Taliban delivery procedures and the distribution of humanitarian aid. And finally, the fifth, is the observance of the Taliban obligations to leave the country to foreign citizens and Afghans who want to do.

“We will evaluate the behavior of the Taliban on the basis of these five criteria,” said Borrel.

What is the EU can make the Taliban to follow the five condition listed conditions? One of the levers is financial. “We know perfectly well that the Taliban has encountered a lack of money. Not only for paying salaries, but also for paying everything else,” Borrel noted, recalling that the EU stopped providing assistance to the development of Afghanistan after the fall of his government, but hinted, What can it be renewed – depending on the actions of the Taliban. At the same time, Borrel stressed that the EU will provide humanitarian assistance without nominating any conditions.

EU ministers also agreed to organize the “presence” of the EU in Kabul – if the situation with security is allowed. According to Borrel, European representatives will coordinate the EU contacts with the Taliban and evaluate the fulfillment of five criteria. So far, it is not clear who exactly will be in what status, but Borrel stressed separately that such a presence should not be considered even as the first step to the recognition of the Taliban.
