I took 240 thousand manat for tender for construction of school … and fled to Ukraine

Widespread in Azerbaijan, the practice of giving bribes for victory in tenders led to an increase in fraud in this area. The next victim of this kind of scam was a resident of Baku Nabil Zeynalov, who, with the help of a bribe, won a tender for the construction of a school in Sheki, with a design value of 6 million 200 thousand manat.

According to the indictment, in December 2020, 49-year-old resident of Baku Movsum Movsumov, promising Zeynalov a victory in the tender, took 240 thousand manat from him, after which he disappeared and was put on the international wanted list.

For a crime committed, Movsumov was charged under article 178.3.2 (fraud with causing a large amount of damage).

In court, Movsum Movsumov, finding himself guilty of charges, said that the former classmate, nabil Zeynalov, asked him to use ties with senior acquaintances and “solve” the issue with the tender for the construction of the school. Movsumov promised that he would solve the problem of a fellow student and after a while he called the amount of his reward – 150 thousand dollars.

After about a month, former classmates came together for 100 thousand dollars. Movsumov admitted to the court that from the very beginning he was not going to “solve the issue” Zeynalov.

Having received money from a friend, Movsumov quickly lost more than half in an online casino, after which he left for Ukraine, where he decided to create a business-to establish a business of used clothing from the USA through his new York friend and pay off with the remaining part of the money. Zeynalov.

May 28, 2021, Movsumov was detained in Ukraine and six months later extradited in Baku.

In his statement, the victim Nabil Zeynalov demanded to compensate him for material damage and asked the court to strictly punish Movsumov. He also said that initially a former classmate requested 400 thousand manat from him. To which Zeynalov replied that only 240 thousand would pay, and the rest would give after the victory in the tender.

Having received money, Movsumov, according to the victim, disappeared without a trace and no longer answered calls.
