Kazakhstan, Kyrgyzstan and Uzbekistan agreed on the parameters of water and energy cooperation and mutual support. The press service of the Ministry of Energy of Kazakhstan reported this on Sunday, November 23.
A meeting of the heads of water and energy departments of Kazakhstan, Kyrgyzstan and Uzbekistan was held in Almaty under the chairmanship of the Minister of Energy of Kazakhstan Erlan Akkenzhenov.
The negotiations were attended by the Minister of Water Resources and Irrigation of the Republic of Kazakhstan Nurzhan Nurzhigitov, the Minister of Energy of the Kyrgyz Republic Taalaibek Ibraev, Minister of Energy of the Republic of Uzbekistan Zhurabek Mirzamakhmudov, Minister of Water Resources of the Republic of Uzbekistan Shavkat Khamraev and Deputy Minister of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic Almaz Zheenaliev.
The parties agreed on the parameters of further water and energy cooperation. Considering the difficult situation at the Toktogul reservoir, the meeting participants decided to support each other with mutual supplies of electricity and coordinate joint efforts to successfully complete the heating season and prepare for the upcoming growing season.
Kazakhstan and Uzbekistan confirmed their readiness to supply electricity to Kyrgyzstan in the autumn-winter period. This will allow the Kyrgyz side to reduce the volume of electricity generation in winter and accumulate water in the Toktogul reservoir. The accumulated volume will be sent to Kazakhstan and Uzbekistan during the growing season to ensure stable watering of farmland in the southern regions.
In addition, an agreement was reached to take joint measures to reduce consumption and save energy in the region. The negotiators emphasized that joint work is being carried out in the spirit of good neighborliness and is aimed at strengthening energy security and stability throughout Central Asia. The Uzbek side also confirmed its readiness to provide technical conditions for transit, supply and balancing of the energy system.
As a result of the meeting, a trilateral protocol was signed, legally fixing the volumes of winter electricity supplies and water storage for the growing season of 2026.
