President of Azerbaijan Ilham Aliyev today signed a decree “On additional measures in the field of the protection of social welfare of the population”. This order is aimed at protecting the social well-being of sensitive groups of the population.
As previously reported HAQQIN.AZ, today the Tariff Council decided to change communal tariffs. The Presidential Order is aimed at minimizing the impact of changes in tariff policy for low-income groups.
According to the presidential order, the Cabinet of Ministers is instructed to prepare and submit proposals to the President to ensure the increase in salaries, labor pensions and social benefits, scholarships and other social payments in order to include them in the draft budget 2020.
Cabinet of Ministers today announced that the work on the preparation of relevant proposals has already begun.
Note that the improvement of the welfare of the country’s population is one of the important priorities of the socio-economic policy. In recent years, serious promotion has been made in this direction, consecutive steps aimed at strengthening social protection of the population, an increase in social payments, wages.
As a result of the implementation of packages of social reforms, there is a significant increase in benefits, pensions and wages, new types of social welfare have been introduced. Compared with the beginning of 2018, the average monthly size of the nominal wage in Azerbaijan increased by 39%, the average size of labor pensions, by 60%, the average size of social benefits is 2 times, the average size of the presidential scholarships 2.2 times. Over the past three years, the ratio of net minimum wages to a net average monthly wage in our country has grown from 26.5% in 2018 to 38% in 2020, which is a serious breakthrough in improving the welfare of our low-income citizens, achieving the goals of decent wages fees and ensuring compliance of this rate of European social charter standards.
In general, over the past three years, more than 900 regulatory and legal acts have been adopted in Azerbaijan, which serve as an improvement in the social welfare of the population. Thus, the number of recipients of payments by type of social security increased by 160 thousand people and exceeded 2.4 million people.
The new order of Ilham Aliyev “On additional measures in the field of social welfare of the population” provides the transition to the next stage of reforms and will contribute to further improvement of welfare to 1 million 800 thousand citizens.
