Prosecutor General about scandalous case “Kat Holding”

The criminal case against the founder and the actual head of Kat Holding LLC Elchin Alekperov, accused under articles 178.4, 179.4, 32.4, 312.1, 313 and 308.2 of the Criminal Code of Azerbaijan, and the director of this company Maila Ibadov – under articles 179.4 and 308.2 of that company The Code of Code, which was investigated by the Main Directorate for Combating Corruption under the Prosecutor General, is under consideration in the Baku court for serious crimes. This is stated in the message of the press service of the Prosecutor General’s Office.

In accordance with the criminal case, Elchin Alekperov is accused of fraud by receiving a cash amount of 3,520,763 manat (2,070,745 US dollars) belonging to a citizen of the Republic of Lithuania Povilas Posyus, as well as in assignment of 1,569,404,68 manat from the accused persons the total amount of 1,900 128.68 manat paid only 34 persons for the sale of the apartments entrusted to them, and in other criminal acts.

The department noted that during the preliminary investigation in the indicated criminal case, the involvement of officials of the State Agency of the housing construction of Azerbaijan in the commission of these criminal actions, as well as cases of theft of funds or property belonging to the agency, have not been established.

Elchin Alekperov was arrested on the basis of a complaint of Potskus, who for several years was a partner of the company, owning a 50 percent share. He was supposed to get 6 apartments and 2 non -residential premises in buildings built by the company. Lithuanian as a collateral was even handed over a factory belonging to the holding. But then the entrepreneur realized that he was deceived, and contacted law enforcement agencies. The Lithuanian demanded compensation for the damage and strict punishment for him for Alekperov and Ibadov. The prosecutor asked Alekperov to be sentenced to 14, and Ibadov – to 13 years in prison. The first state prosecutor suggested banning the occupying positions for 3 years. Also, the state prosecutor asked to satisfy the civil lawsuit of Posyus.
