The remaining eight teams that have become 2 will play in the playoffs and determine four more participants in the elite stage.
There, 20 teams will be divided into five groups. The winners will directly go to the final part. If the World Cup hosts in a European country, then the two best teams among those who have taken 2nd places will play in butt matches. If the World Cup accepts the country outside Europe, then the four second teams will play in the playoffs.
