Senate Of Kazakhstan Approved Law On Territorial Defense

Deputies of the Senate of Kazakhstan (upper house of the republic) approved the Law “On the territorial defense of the Republic of Kazakhstan” and the related amendments, reports Kazinform.

As Senator Galiaskar Sarybaev noted, laws are aimed at forming an effective territorial defense system, increasing mobilization readiness and ensuring the safety of the population in emergency situations.

The Basic Law considers territorial defense as a separate industry in the state defense system, defining goals and objectives, principles and events. The document also provides for the corresponding amounts of financing and norms governing the issues of territorial military bodies and units.

The law includes new terms and definitions – “volunteer” and “self -defense formation”. The powers of the President of Kazakhstan, state bodies, directly subordinate and accountable to the President, the Government, the Ministry of Defense, the General Staff of the Armed Forces, the Central and Local Executive bodies, the rights and obligations of legal entities and individuals.

The defense will include territorial troops, security forces, special formations and volunteers.

Separate self -defense formations from volunteers can be included in the armed forces to perform combat missions.

“Development, including military science, takes place in the context of the emerging geopolitical situation – both in the world and in the region. Based on this, we understand that everything is impossible to foresee, and not everything can be taken under reliable protection,” said the deputy minister of defense of Sultan Kamaletdinov, commenting on the adoption of a new law on territorial defense.
