The group includes experts of various ministries and departments, as well as local and foreign scientists. Working groups provide technical recommendations for the implementation of decisions of the coordination headquarters, which, in turn, control three institutes of the special representative of President Ilham Aliyev in the region – in the Shushinsky district, the Karabakh economic district and the Zangilalan district.

As Emin Huseynov said, today, at the last stage of coordination, the development of the state program to restore liberated lands and the “great return”, which will become the starting point for all investments and projects related in the medium term with the liberated territories. The same program will outline the sequence of the recovery process and specific dates of refugee return. In general, the process of implementing the state program will be divided into three stages: the period until 2026, the action plan for the 2026-2030s and the integrated program covering the 2030-2040s.
According to the special representative of the president, the return of refugees to their native foci is already happening to the agals, where 62 families returned.
