Temporary State Monopoly On International Internet Traffic Has Been Introduced In Kyrgyzstan

President of Kyrgyzstan Sadyr Zhaparov signed a decree “On urgent measures to organize effective management of state companies and the development of digital and telecommunication infrastructure of the Kyrgyz Republic”, which provides for the establishment of a temporary state monopoly on the supply and provision of international Internet traffic. This was reported by the press service of the head of state.

According to the document, in the country from August 15, 2025 to August 14, 2026, a 100 percent state monopoly in the field of international Internet traffic is established. The measure is aimed at improving the digital transformation, increasing the efficiency of state-owned companies and regulating data transfer through international channels passing through the territory of the republic.

for the period of the regime, the Elkat company receives the exclusive right to import and provide international Internet traffic. Thus, Elkat becomes the only operator authorized to provide the country with an external Internet connection.

as noted in the press service, all current contracts for the acquisition of international Internet traffic are required to transfer Elkat companies within two months. This is necessary for the development of new conditions of interaction within the framework of the established legal regime.

The authorities emphasize that the measure is temporary and is aimed at strengthening the country’s digital sovereignty, increasing security in the field of telecommunications and optimizing strategic infrastructure management.
