Article 1 connects the recognition of the sovereignty with the transformation of the administrative borders of the Union borders into international borders, which, as it is emphasized, reinforces it The presence of Karabakh in Azerbaijan.

Article 2 forbids Armenia to make claims on Karabakh in the future and obliges to prevent actions that pose a threat to the territorial integrity of Azerbaijan. Article 3. The parties are refrained in their relations from threats or its application both against the territorial integrity or political independence of any of the parties and in any other way that is not compatible with the UN Charter. Article 4. The parties refrain from interference in the internal affairs of each other.
