The agency’s interlocutor explained that the specific proposals of Moscow on the prevention of the escalation of shootouts and methods of attracting responsibility were obsessed with the obstruction from Kiev. “Representatives of Germany and France, instead of concrete decisions, proposed a beneficial declarative political application for commitment to the cease-fire regime,” the source said.
As a result, more than three hours of negotiations ended to no avail, he noted.
