From Russia in eight months of 2025, about 35 thousand foreign citizens and stateless persons expelled. This was reported to Vedomosti by the representative of the press service of the Federal Bailiff Service (FSSP).
according to Vedomosti data, the indicator for the current year is a third (36%) less than 2024. In January – August last year, the bailiffs brought to the state border about 55,000 people.

The difference between the current and last years is also visible at other periods. So, in January – April 2024, FSSP employees expelled 21,700 people from the country. And in 2025, for a similar period, this figure amounted to 19,100 migrants (-12%), follows from the statistics of the department. Over the past year, the bailiffs expelled 88,000 illegal migrants.

In relation to citizens who have not done this, from September 11 before their expulsion beyond the borders of the Russian Federation, measures will be applied to limit the rights stipulated by law. A number of tightening migration legislation were adopted in 2024 after the terrorist attack in Crocus City Hall in March. Russian President Vladimir Putin, in particular, signed the law on accounting for migrants through the register of controlled persons. The measure applies to foreigners who are in Russia without legal grounds. Data on them or stateless persons are entered into this register from the date of illegal crossing of the border, the commission of an administrative misconduct, the cancellation of a visa or a residence permit.
