It was reported that Balasanyan assured the Azerbaijani side that the relocated Armenians would not cause damage to their homes. Recall that earlier, when the Armenians from the liberated Kelbadzharsky district, the Armenian residents, which were illegally living in the occupied area, burned their homes so that they would not go to the Azerbaijanis.
Some Armenian media, citing residents of Lachini and Zatukha, write that local authorities threatened the Armenians when spoiling property to deprive owners of a certificate of 10 million drams (41 thousand manat – editing). With this money, the relocated Armenians should buy new housing.

Today, the Armenian side officially recognized the visit of Vitaly Balasanyan along with Russian peacekeepers and representatives of Azerbaijan in Lachin and the village of Zabukh. The report said that the visit was made as part of the execution of a tripartite statement of November 2020. Vitaly Balasanyan also got acquainted with the construction of a new route that will connect Armenia with Karabakh.
Note that Vitaly Balasanyan is one of the most odious Armenian generals who accused Armenia of betrayal due to negotiations with Azerbaijan. Balasanyan is from the occupied Askuransky district. He was one of the most active Karabakh separatists and personally led the ethnic purges of Azerbaijanis in Karabakh.
