On the eve of the joint cooperation of the Supreme Court of Azerbaijan and the Board of lawyers, the first discussion was held in the format of video conferencing on topical issues of administrative proceedings dedicated to the 10th anniversary of the creation of administrative courts in Azerbaijan.
The main purpose of the new stage of judicial and legal reforms carried out in accordance with the Presidential Decree “On Deeperate Reforms in the judicial and legal system” of April 3, 2019 is to accelerate the process of forming justice that meets the requirements of modern time with high authority in society , improving its quality, efficiency and public trust, availability and transparency in the activities of the judiciary in general, achieving the development of the legal system.
Speaking with introductory speech during the discussions Chairman of the Administrative Board of the Supreme Court Hagany Mamedov and Chairman of the Bar of lawyers Anar Bagirov regarded the creation of administrative proceedings as an important new stage in the development of the judicial and legal system and stated the need to continue the activities in accordance with new challenges to achieve goals defined by the aforementioned decree.
At the same time, Anar Bagirov emphasized the special importance of the creation and activities of specialized administrative courts, informed about the work done in the field of administrative proceedings, as well as about the work that should be done to create a full-fledged legislative framework in the field of administrative proceedings.
Also, A. Bagirov noted that in the future, the introduction of the RESUME system in administrative production will serve as an increase in transparency, identifying gaps in administrative legislation by the method of final statistical analysis, identifying problems, making practical steps to solve these issues, and various solutions for similar issues They will help reduce the burden on the courts and the time of consideration of court cases, the order of investigation. He also brought to the attention of the participants of the event his comments and suggestions on these issues.
At the event with a presentation on the topic “Drawing up procedural documents in administrative proceedings” Judge of the Baku Administrative Court was performed by Rustam Kerimley and a member of the board of lawyers Elchin Usub.
