Semen Borisovich Ihilov was born on December 9, 1940 in the village of Krasnaya Sloboda, Gubinsky district. In 1957 he graduated from the Baku secondary school No. 171, and a year later he went to the Kazakhstani virgin ground in the Komsomol ticket. He worked as a loader, a concrete, a reinforced worker, a master at the Kustanaya City Reinter -Confithing Products Plant. He graduated from a construction college and engineering and construction institute, received a specialty of a builder-builder. He returned to Azerbaijan, worked as a master, the head of the construction department. He was a designer in an organization that carried out orders of the USSR Ministry of Defense. He was awarded the Order of the Red Banner of Labor and the Medal “For the Development of virgin lands.” In 2000, the national leader Heydar Aliyev honored the Semyon Ikhiilov the highest award of the Motherland – the Order of Shhrat (“Glory”).

For many years, he headed the religious community of Mountain Jews Baku and played a noticeable role in the socio-political life of Azerbaijan.
