For the first time in the country, the Ministry of Labor and Social Protection of the Population was presented in the Milli Majlis a new package of the “Disability Definition Criteria”, aimed at fundamental changes in the disability determination system, a more advanced evaluation of disability in accordance with progressive international experience, did HAQQın reported .AZ in the press service of the Ministry of Labor.
with new criteria that are planned to be introduced from next year, the disability will be determined by the already limited framework for three groups, and on the basis of the principle of determining the percentage of the loss of the body’s functions, as well as taking into account the severity of the disease. That is, it will be defined as:
I degree – 81-100 percent loss of body functions,
II degree – 61-80 percent loss of body functions,
III degree – 31-60 percent loss of organism functions.
Restriction of health capabilities will also be established on the basis of the above principle.
The evaluation of the disability will be carried out taking into account the degree of human life limit on seven main categories: independence, freedom of movement, choice of direction, communication, behavior control, study and labor activity.
94 The current regulatory acts will be adapted to these changes, including the words “children under 18 with disabilities” will be replaced by the words “person with disabilities under 18.” The disability of children with launched cases will be appointed indefinitely, and not up to 18 years.
The main purpose of developing new “disability definition criteria” is to ensure a sensitive and objective approach, targeting and social justice in determining disability. These criteria are also the introduction of advanced international standards in the field of disability, improving the quality of service and satisfaction of citizens, an increase in the possibilities of integrating disabled in society.
